Who Pushed For HB445?

AL State Senator Tim Melson, Owner of the opioid research company known as Shoal Medical Trials, was the main hand behind the Alabama Hemp ban. After passing medical Cannabis in 2021, Tim Melson proceeded to take action to ban all the usable products that the same patients he claims to help needed for relief.
He claims to be a supporter but only wants to control and profit from cannabis while continuing to demonize its users.
When AL State Senator Tim Melson passed AL SB46/2021, he essentially passed legislation that created a “legal drug cartel” we often refer to the Alabama Medical Cannabis Commission as the “Alabama Medical Cannabis Cartel”

AL House Rep. Andy Whitt, Serving as Tim Melson's right hand man pushed for the ban of all smoke-able hemp products in the state of Alabama.

Alabama Governor Kay Ivey, placed the final nail in the coffin by signing AL HB445 into law on May 14, 2025, even after her office received thousands of phone calls and emails from concerned citizens and business owners to “VETO” this legislation, expressing their concerns about the damage that this legislation would be to the state of Alabama. In doing so, Governor Ivey gave the Alabama Alcoholic Beverage and Control board control of all Hemp derived products. which in turn, destroyed the Federally legal, Alabama Hemp Industry.

🚨 CALL TO ACTION: REPEAL HB 445
Alabama — The Damage Has Been Done.
In just a few short months since HB 445 became law, the consequences have been devastating.
Small businesses have been forced to close.
Workers have lost their jobs.
Patients and veterans have lost access to the only products that truly help them.
And now, everyday citizens — many who followed the law — are being arrested.
This law is not regulation. It’s a rollback of progress, compassion, and freedom.
HB 445 has destroyed livelihoods, stripped patient access, and criminalized the responsible use of hemp-derived products.
We are calling for the FULL REPEAL of HB 445 — not amendments, not revisions — complete repeal.
⚠️ WHAT HB 445 HAS DONE TO ALABAMA
Since being signed on May 14, 2025, HB 445 has:

❌ Put over 1,000 Alabamians out of work, including long-time hemp farmers, processors, and retail employees.

❌ Forced dozens of hemp stores to close, ending legitimate small businesses that operated safely for years.

❌ Criminalized possession of federally legal hemp products, leading to arrests across the state.

❌ Banned smokable and vapable hemp products, removing critical access for veterans and medical users.

❌ Prohibited online and direct-to-consumer sales, cutting off rural residents from any legal options.

❌ Imposed new felony penalties for those who continue to sell or distribute hemp-derived products.

❌ Restricted edibles and beverages to just 10 mg THC per serving and 40 mg per package — while banning all other forms of consumption.

❌ Transferred control of hemp regulation to the Alabama Alcoholic Beverage Control Board, an agency with no experience in cannabinoid policy or agriculture.
In just months, HB 445 has crippled Alabama’s hemp economy, devastated small business communities, and punished responsible consumers.
VETERANS AND MEDICAL USERS LEFT BEHIND
One of the most heartbreaking outcomes of HB 445 is how it has stripped access from Alabama’s veterans and medical users.
Thousands of veterans across the state have relied on smokable and vapable hemp as a safe, non-intoxicating alternative to prescription medications for pain, PTSD, and sleep issues.
But under HB 445, these veterans are now being treated like criminals for using a federally legal product.
Even worse — science shows that around 25% of the population cannot effectively metabolize cannabinoids when taken orally (like through edibles or tinctures). For these individuals, including many veterans and medical patients, inhalation is the only effective method for cannabinoid absorption and relief.
By banning smokable and vapable hemp, HB 445 didn’t just remove a product — it removed access to wellness for an entire segment of the population.
For veterans and patients who depend on these products, HB 445 has done more than harm businesses. It has taken away relief, stability, and dignity.

We’re not asking for amendments — HB 445 must be fully repealed because it:
